Scholarships for third countries of the European Union

SCHOLARSHIPS FOR NON-EUROPEAN CANDIDATES
The admission process, including scholarships for citizens from EU third countries is performed according to the Methodology for admission to Studies at the West University of Timisoara for Third Country Nationals, through the decision no. 48 from 18.12.2025.
Candidates from non-EU countries have two options if they wish to apply for a scholarship:
Candidates from EU third countries may benefit from the following types of scholarships according to Order No. 3236/2017 on the approval of the Methodology for the admission to studies and schooling of foreign citizens on places without paying tuition fees and with a scholarship and on places without paying tuition fees, but without a scholarship, in accredited state higher education institutions, entered into force on February 28, 2017, published in the Official Gazette, Part I, No. 149 of February 28, 2017.
a. On the basis of reciprocity in accordance with the stipulations of mutual bilateral agreements in the educational field. The vacancies for such grants may be assigned in the form of ‘monthly grants’;
b.On the basis of unilateral offers of the Romanian Government, regulated with specific normative documents;
c.On the basis of offers of the Romanian Government in accordance with the existing legal stipulations, at the proposal of the Ministry of Foreign Affairs, depending on the international interests of Romania;
Every year, the Romanian Government, through the Ministry of Foreign Affairs, offers a series of scholarships to citizens from countries outside the European Union. Only candidates with good academic results are eligible, namely an average of at least 7 (seven) years of study, for the last school graduated, corresponding to the Romanian scoring system or the grade “Good”, as the case may be.

Applicants can select their study program of interest in all fields, except Medicine, Dentistry and Pharmacy. For bachelor’s and master’s degrees, only study programs in Romanian are available, thus promoting the Romanian language and culture. However, at the doctoral level, candidates can also opt for a program in English or in a foreign language established by the doctoral school. A preparatory year in Romanian is also granted before enrolling in the chosen study program, for those who do not speak Romanian.
Required documents include diplomas, transcripts, birth certificate and passport, CV – all described in the application process.
- The scholarship application can ONLY be submitted through the Study in Romania platform.
- Candidates can access the platform at https://studyinromania.gov.ro, via the Apply for MFA scholarships button, or directly at https://scholarships.studyinromania.gov.ro.
- Applications can be submitted between December and March each year, and the selection results are announced in mid-July. After selection, additional formalities, such as obtaining a visa, will be required.
d) în baza ofertei statului român, în conformitate cu prevederile legale în vigoare, la propunerea Ministerului Economiei, pentru promovarea unor acţiuni de colaborare economică sau comercială;
e) în baza ofertei statului român, în conformitate cu prevederile legale în vigoare, prin Ministerul Educaţiei și Cercetării (MEC), pentru cetăţenii străini cu rezultate bune la învăţătură. (Foreign student citizens (except those in their final year) who have completed at least one year of studies (excluding the Preparatory Year) in a state-accredited higher education institution in Romania and have obtained a minimum average of 7.00, as well as foreign graduates of state universities who have obtained an overall average of at least 7.00, may apply.)
ATTENTION! Applications will be submitted online to international@e-uvt.ro by 06.11.2026 for the 2026-2027 academic year.
The list of names and files of the candidates (maximum 5) will be submitted to MEC-D.G.R.I.A.E., by November 30 of the academic year.
The competition file will contain:
(1) The school transcript for each year of study (except for the preparatory year) for the applicants requesting the continuation of bachelor university studies;
(2) Copy of the bachelor diploma and the diploma supplement (school transcript) or a certificate indicating the school situation for all years of study, as well as the results obtained at the bachelor exam (for graduates of current year), for applicants who request the continuance of master or postgraduate university studies.
(3) Curriculum vitae, list of scientific works, publications of speciality, reports, recommendations from at least two professors or specialists in the field – for applicants to postgraduate university studies;
(4) Legalized copy of the birth certificate;
(5) Passport copy;
(6)Copy of the residence permit in Romania;

Candidates who are citizens of non-EU countries with outstanding academic results can apply to obtain the status of “UVT scholar”. The minimum admission average required to be eligible is 8.00.
Application period:
- January 20, 2026 – August 01, 2026 (bachelor’s level)
- January 20, 2026 – August 01, 2026 (master’s level)
- January 20, 2026 – August 01, 2026 (Preparatory Year of Romanian Language)
Necessary documents:
1. Motivation letter (written in English/ French/ Spanish/ Romanian);
2. CV (written in English/ French/ Spanish/ Romanian), highlighting the candidate’s academic/professional experience;
3. Recommendation letter (written in English/ French/ Spanish/ Romanian), from a teaching staff specialist in the candidate’s field of study within UVT, recommending the candidate for the desired position;
4. Documents required for the admission file (mentioned in a section above).
Application files for obtaining a Letter of Acceptance to Study in Romania with the status of “UVT scholarship holder” are submitted to UVT through the online platform for admission of citizens from EU third countries available at: admiterenonue.uvt.ro.


The main difference between the two scholarships is that the Government Scholarship obliges students to study strictly in Romanian, first completing the Preparatory Year for the Romanian Language, while the UVT Scholarship allows candidates to apply for any study program, including those taught entirely in foreign languages.
