The European Economic Area Financial Mechanism - EEA Grants

On 13 October 2016, the Government of Romania and the Governments of Norway, Iceland and Liechtenstein - as donor states, signed the Memorandum of Understanding for the implementation of the European Economic Area (EEA) Financial Mechanism 2014-2021, allocating funds amounting to € 254,560,000 to Romania.
The EEA Financial Mechanism 2014-2021 covers several funding programmes, aimed at reducing social and economic disparities between EEA countries and strengthening cooperation between the donor countries (Iceland, Liechtenstein, Norway) and the 15 beneficiary countries (Bulgaria, Czech Republic, Croatia, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia, Slovenia).
The institution coordinating the entire programming and management of EEA grants in Romania is the Ministry of European Funds, through the National Contact Point.
The National Agency for Community Programmes in Vocational Education and Training (ANPCDEFP) has been designated as Programme Operator (PO) in Romania for the Youth Education, Scholarships, Apprenticeships and Entrepreneurship Programme, 2014-2021.
The programme aims to:
- To improve the quality and relevance of education and training;
- Learning mobility of students and staff in higher education between donor and beneficiary countries;
- Cooperation and partnerships between education and the labour market;
- Professional development of teachers
and pays special attention:
- training and education in vocational and technical education (including post-secondary schools);
- student and staff mobility in university education;
- social inclusion in pre-university education;
- education for democracy and citizenship;
- improving the situation of the Roma population.
It is funded:
- Preparatory visits;
- Bilateral mobility projects;
- Strategic or small-scale cooperation projects;
- National projects strengthening cooperation between VET schools and companies;
- National projects to ensure effective inclusion of Roma children in school.
The programme starts in 2017 and ends in 2024.

Projects for universities
The development of human capital and accumulated knowledge in Romania, which is the general objective of the programme, is materialised within the university education system through mobility and cooperation projects between Romanian universities and universities in donor countries. The projects will have a direct impact on the personal development and professional skills of students and university staff. They will increase the relevance and quality of university education. Through the new skills acquired, students will have better employment prospects and become more active in the labour market, positively influencing the sustainable development of society as a whole. At the institutional level, student and staff mobility will have an impact on the internationalisation of university activities and cooperation projects will have lasting effects through, for example, improved curricula and learning methods.
